A former pilot in the West German Air Force, a guilt-ridden Hoover joined after an accident while training rookie pilots. He flew too low and into the sun and this trainees, trying to follow, accidentally crashed into a mountain. Well liked by the other pilots, Hoover was temporarily entrusted with Saki's position as flight leader. Indeed, many of the pilots prefer Hoover over Saki in the position.
